Union of Comoros is an official member to the international Maritime organization (I.M.O), located in a strategic position at the northern end of the Mozambique Channel. The archipelago arose from the sea bed of the western Indian Ocean as a result of volcanic activity.

The Maritime Administration of the Union of Comoros, headed by the Commissioner for Maritime Affairs, whilst being administered by the State`s Ministry of International Transport, has been delegated to with the full operation, development and protection of the Union of Comoros Ships International Registry, worldwide.

In 2007, October, Unirose Shipcare International (Captain Saifullah Al-Mamun) was appointed as the Deputy Commissioner of `Union of Comoros Maritime Administration` in Bangladesh and since then we have added tonnage of about 150,000 GT in the COMOROS registry.

APPLICATION FORM TO REGISTER A SHIP (Please contact us)
The application form to be completed as appropriate and same should be submitted duly signed and stamped by ship`s owners.

BILL OF SALE

* In case, the ownership under this flag will remain same as under existing flag, a copy of the last Bill of Sale may be accepted. Bear in mind that in Bill of Sale the signature/s of sellers must be notarized and the copy should be authenticated as `certified true copy of the original one` by a notary, lawyer, consul or any other official authority duly accepted by this Administration.

** In case, a new Bill of Sale is executed and consequently the ownership under this flag will be different than the owner under existing flag, the original or certified true copy of the original Bill of Sale is required. In this Bill of Sale a notary, lawyer, consul, or any other official authority duly accepted must verify the signatures of both Sellers and Buyers.

GOOD-STANDING CERTIFICATE
An updated good-standing certificate of the owning company of the vessel intended to be registered is necessary.

NON OF ENCUMBRANCE OR DELETION CERTIFICATE
It is mandatory to have an updated Non Encumbrances or Deletion certificate from its existing registry.

CONFIRMATION OF SHIP`S CLASS SOCIETY
An E-mail or Fax message from the ship`s Classification Society confirming that they will issue it`s Class & Statutory certificates under this flag upon the completion of registration and surveys.

CONFIRMATION FROM RADIO TRAFFIC ACCOUNTING AUTHORITY
A fax or E-mail confirmation addressed to our company must be sent directly from ship`s Radio Traffic Accounting Authority confirming that the vessel is in contract with them.

CONFIRMATION FROM VESSEL`S P&I CLUB.
A fax or E-mail addressed to the `Maritime Administration` must be sent directly from vessel`s P&I club confirming that the vessel has been insured.

ITC`69
Copy of ship`s full term ITC`69 (International Tonnage Certificate 1969) under the existing flag is required to be submitted.

COPIES OF SHIP`S EXISTING GOVERNMENTAL CERTIFICATES
Copies of Registration, Radio Station License and Minimum Safe Manning Certificate under the existing flag are required to be submitted.

ISM/ISPS CERTIFICATES
Copies of existing DOC, SMC and ISSC must be submitted.

Upon receipt of all above documents, we are able to issue Provisional Registration provided that corresponding fees are settled before hand.

MANAGEMENT AGREEMENT
If ISPS Code is applicable for your vessel, a copy of the management agreement between vessel`s owners and the managing company is required.

Application for Continuous Synopsis Record (C.S.R.)
If ISPS Code is applicable for your vessel, the owners/managers must apply for the issuance of the C.S.R. under the Union of Comoros Flag, using the appropriate form (Please contact us).

Declaration of Company Security Officer (C.S.O.)

If ISPS Code is applicable for your vessel, a declaration for the C.S.O. to be recorded using the appropriate form (Please contact us).

Continuous Synopsis Record from the previous flag
If ISPS Code is applicable for your vessel, the existing C.S.R. from the previous flag is required.

Permanent Registration:

Later on within three months from the date of Provisional Registration of the vessel, following documents must be submitted to us in original in order to proceed for the ship`s permanent registration:

* Original Application Form (please contact us)
* Original or certified true copy of notarized Bill of Sale
* Original Deletion Certificate from previous Flag
* Original ship`s Carving and Making note filled in and stamped by class surveyor
* Original radio installation survey report filled in & stamped by Class Surveyor and vessel`s operator/master as well.
* Copies of valid Class & Statutory Certificates
* Copy of DOC & SMC
* Copy of valid ISSC (if the ISPS Code is applicable)
* C.S.R. from the previous flag indicating the data that the vessel was deleted from the registry, according to the requirements of SOLAS Convention, Ch. XI, Reg. 5, Para. 7.

Registration of Mortgage:

-Application Form dully signed
-Original Mortgage deed signed by both Parties (signatures should be notarized)
-Affidavit of Good Faith dully notarized
-Minutes of meeting of the mortgagor duly Legalized
-Power of attorney (of the Mortgagor) dully notarized
-Payment of Mortgage Registration Fees

Discharge of Mortgage:

-Application Form dully signed
-Original Discharge Certificate signed by the mortgage, dully notarized
-Power of Attorney (of the Mortgagee) dully notarized
-Requirements in order to change the vessel`s name:
-Application Form dully signed
-Confirmation Form Vessel`s Classification Society (if applicable)
-Confirmation from responsible Radio Accounting Authority
-Payment of Fees

Requirements for change of ownership:

  • Application Form
  • Notarized Bill of Sale or other proof of Ownership
  • Updated Good standing Certificate (of the owning company)
  • Copies of the ISM Certificates (DOC & SMC) if applicable
  • Confirmation from vessel`s Classification Society (if applicable)
  • Confirmation Form responsible Radio Accounting Authority
  • Copy of ISM DOC of the vessel`s Operator
  • Payment of Fees

Requirements for bareboat registration:

  1. Application Form
  2. Updating Goodstanding Certificate (of the owning company)
  3. Copies of ISM Certificates (DOC & SMC) if applicable
  4. Copy of International Tonnage Certificate
  5. Confirmation from vessel`s Classification Society (if applicable)
  6. Confirmation from responsible Radio Accounting Authority
  7. Payment of Registration Fees and Annual Taxes
  8. Transcript of Register from the Foreign Registry
  9. Copy of the Bareboat Chapter party
  10. Written consent from the Foreign Registry

Requirements for registration of bareboat under a foreign flag:

  1. Application Form
  2. Payment of Fees
  3. Copy of Bareboat Charter Party
  4. Confirmation from the intended foreign Flag that dual Registration is permitted
  5. Return of the Original Comoros Registration Certificates

The Union of Comoros Maritime Administration has delegated the statutory and certification services only to the worldwide recognized Classification Societies members to :
